Make user who can only change TV

For a project I need to change user permissions so they can only touch the Template Variables, and can't change the content, title, etc. However, I can't figure out which permissions or settings I need to turn off to make this happen. What do?

You would need Form CUstomization. There's a great video tutorial in the Official DOcs here: http://rtfm.modx.com/display/revolution20/Customizing+the+Manager
