Revo permissons problems

I am trying to create a manager group with limited access. I want these managers to be able to edit all resources, elements in the "Gallery" category, and have access to the "gallery" media source, which is limited to the folders Gallery uses. I have three contexts for languages.

My anonymous group has a role of member - 999, with load, list, view permissions for all three contexts. As soon as I try to create my "gallery managers" group, anonymous users can no longer load images from the Gallery.
