Articles not using TVs? Article Template only sometimes showing Template Variables tab

When I Manage my Articles container and click on its "New Article" button, I can create a new article normally and edit the TVs that I have associated with my Articles template.

However, if I right-click the Articles container in the tree and select "Write New Article" from the right-click menu, I only see the "Resource Groups" tab, not the "Template Variables" tab.

I've cleared my cache and tried this on different browsers... anyone else run across this?

When you use the context menu, does the new article get the site default template rather than the Articles template?

No, actually it says it's using the correct template, and when I SAVE it and the page refreshes, then the Template Variables tab magically appears. Any ideas?
