I have searched the forum and tried everything I found but nothing has worked yet. I ran setup multiple times but it hasnt corrected the problem. I have tried everything in this thread so far except checking Apache to see if anything has changed.
The weird thing is a fresh install on the same server works fine. I also thought about porting my elements and images to the fresh install but I can't find a solution for porting my resources.

I concerned there may be a glitch in the upgrade script in 2.2.6...
For porting resources, you could use phpMyAdmin (or similar) to dump your MODX tables. Specifically you'd need all tables that started with "modx_site_" -- those may not be the only ones you need, but that might be a good start.

check the connectors/'s folder permission.
it has to be 0755

Thank you so much. You gave me a new idea. I previously dumped the database and moved the entire thing to the fresh install and manually copied files. I think I will try to dump only the site content table and use PackMan to move all of the elements.

check your media source's path, especially if there are others than Filesystem.

I haven't noticed (sorry if I missed) if anyone has checked for errors either JS errors in the browser's console while attempting to perform operations in the Manager or PHP/Apache errors in the logs on the servers, i.e. 401s, 404s, JS errors etc.. These sound to me like paths, permissions or missing files. It is certainly not uncommon for files to be broken during transport. Especially since @lchestnut has a working fresh install on the same server. There are some addons that contain hardcoded file paths and there may be addons that don't overwrite settings on upgrade.
With regard to an upgrade glitch in 2.2.6, I can't attest to that but I would imagine a significant amount of reports if people couldn't upgrade their sites.
