I have a formit call/form (have tried cached and uncached) that refuses to work if I include an "@" character in the mailTo parameter. Including any valid email address, even via a chunk call, causes the page to produce absolutely no output on the front end, no error message in the MODx log, and no error messages in my server log, just nothing. I've tried a placeholder as the mailTo parameter with a select in the form (using FormItSelected) to select the address, and this produces two 'selected="selected"' messages on the front end (huh?).
NOTE: I tested this EXACT formit call and form on another site on the same server, changing only the landing page ID, and it works perfectly. (huh? again)
I've tried re-running setup, dumping the cache, removing/reinstalling Formit, everything I can think of. Any help on how to debug this would be greatly appreciated.

I'd thought that too except for the fact that it tests successfully on another site using the same server. Unless I'm not grasping something, it seems mod_security should effect both sites in the same way, and doesn't.

I have same problem. Two sites on same hosting provider.
At one of the sites FormIt works fine, but at the other it breaks (no error just doesn't render the form) when I put email address in emailTo or emailCC and etc. Just for a try I removed '@' character from email address and the form rendered normally.
I use MODx 2.2.6 and FormIt 2.1.2
Any advice?

Try using a property set instead of having the properties in the snippet call.
