MODX's error log (or directly open the file: core/cache/logs/error.log)
Before that,
I would rather create a new resource that uses
BaseTemplate which has minimum tags.
Place the the chunk/link/placeholder/snippet on the content, cached AND uncached, then view the page.
After that, see what inside the error.log.

The only error that comes up is this:

Uncached snippets still not being parsed/rendered correctly.

Try to make another basic test, create a snippet, call this cached (as you can't call it uncached):
<?php
$rest = substr("abcdef", -1); // returns "f"
echo $rest . '<br />';
$rest = substr("abcdef", -2); // returns "ef"
echo $rest . '<br />';
$rest = substr("abcdef", -3, 1); // returns "d"
echo $rest . '<br />';
return '';
?>
are the outputs as same as the expected?

UPDATE: I backed up the site and installed on another server with the same result. Snippets still showing as code, unrendered on the page.
If ANYONE has ANYTHING I could try it would be very much appreciated. I'm out of ideas. Thanks.

Try installing a new Revo (or the same version, at any rate) in a subdirectory, then replace things one at a time. Just copy the new folders over the old ones, and test after each copy to make sure it didn't break things. On the clone you just made of course, not the live site.
