OOP programmers don't need an explanation here. I'm wondering if there is such a thing as a base-class template which can be changed to affect all templates which derive/inherit from it. Duplicate a template and you now potentially have more than one place for the same change. It's easy to get a template to use a Chunk for content, but I don't see a way for templates to share their list of TVs.

Duplicated templates should retain associated TV's. Other than that, I couldn't say how to automatically retain TV associations.
Set your default template in system settings, site area. Child resources should inherit the parent's template by default regardless of the system setting.
To find any settings available in the system settings page, use the search on the top right side and search loosely for your terms. i.e. searching "default" should bring up any setting for any system defaults, so you can then see what's possible.

There's no subclass capability for Templates, but it's a nice idea. You can do a lot with LESS or SCSS, which allow inheritance of CSS objects and a lot of other handy options.
