As sorting comments in Quip ignore declined comment?

Thus, if we have 29 comments and no one promoderirovanoe,
then on the first page, we see the 4 successfully, while the remaining five pages at 5.
That in itself is not right!
It is necessary, on the first page to have 5 successfully, and the last 4.

Sounds like a bug that should be reported here.

But there is not written decision, only described the problem
