So OnPageNotFound we can do some 'stuff', what would be a OnPageFound event name? I want to check some 'stuff' and if necessary redirect or forward the user, if the 'stuff' does not match just let modx show / handle the rest.

Perhaps OnLoadWebDocument would serve your purposes.
why not just putting a snippet at top of your template(s), which does the 'stuff'
