I installed modx to the server before changing the nameservers now my urls have "rinaldipt_com/~rinaldi/#&panel1-1" even with friendly URL I get "rinaldipt_com/~rinaldi/neck-pain.html". I've tried to rerun setup both regular and advanced. Any ideas on how I can fix this?

Manually empty the core/cache/ folder (delete all the folders inside that core/cache folder), edit the core/config/config.inc.php file and check each line for a path like that. You also may have to check the database for that string; sometimes there are namespaces and such that are stubborn about changing their paths.
