I would like to make one template with a bunch of TV's to customise it.
Lets say each TV's is a row with 1 - 4 columns.
Making all these isn't a problem. But what if I want first a 2 column TV, then a 1 column TV and then a 2 column again with different content.
How could I achieve this?

MIGX is a beast. Probably the best option for doing what you are asking.
Following the ideas found in the Flexibility package, I created a 'Settings Page' that has no content, just TVs for customization of the entire site:
Site Logo
Header image
Slideshow images/content
Social Media links
Staff email address book
Office Hours table
Content for accordion/tab sections, etc
This allows me to input all these items one time, in one resource, and use them on any page I desire. After you figure out the logistics of MIGX, its all about the styling. There are still some aspects of MIGX I am learning though
