Am just wondering if Articles is still actively developed as I don't see bugs fixed or enhancements implemented. Or is this just my perception?

Articles is relatively new and the development is most certainly still active. I believe the lack of activity is due to time constraints and very active development of MODX (various - Cloud, Revo 2.3, and MODXpo) at the moment
