I feel myself a bit crazy since I wasn't able to create second admin user on 2.2.5-pl-based site.
Ok, I decided, must be I upgrade 2.2.4 in some wrong way. So I set up another vhost in my server config, installed fresh-new 2.2.5-pl, login with admin user (namely, admin) I've create while setup, and tried to create another admin user (namely admin2). I've then added admin2 to 'Administrator' Group/'Super User' Role (just like admin is), and run another browser to check if I'll be able to login with admin2. Noop, I wasn't able. Admin2 is in fact 'active', 'unrestricted', and with purely digital password (just to be sure I type it right) so nothing should be wrong with it.
I just wanted to know if it is know bug or something (when new users on 2.2.5 won't able to login) or I need to do some mystic voodoo to have it enabled on site? Yes it is a bit rarely situation for me to create admin user apart from myself (I often create sites for my own purposes so I'm the only one on it), but this site is for friend of mine and I'd like to pass the whole rights to him.

Is your user sudo? Can you verify that you have full admin permissions? (174 of 174)
Is your new user also sudo?
Never had a problem logging in admin users, unless I forget to add the role of super user and then exactly what you describe occurs. You might want to double check for the role, just in case it didn't get saved or something.
Oh, that's the questions I checked and rechecked - still all is done right (as of my knowledge). Please find screenshoots attached:
Fresh MODx install, 2 of my users (admin and admin2). Properties of users. Looks like these users are of identical set up so I see no reason for them not to login, while in fact admin can log in and admin2 can not.
