I assume it is possible to put a link to a static resource ( a pdf file housed on the server) within a chunk of html? Is [[~[[+id]]]] the correct syntax? I'm having trouble getting the link to work, assuming I have the static resource configured correctly.

Yes, use the ID of the static resource as usual.
