Build script: creates a blank system setting?

I'm having trouble with a build script: I've got it running ok, but it ends up creating one extra system setting that's completely blank. It's impossible to delete it via the GUI because it has no key (?).

Anyone seen this before? Anyone have an idea of what might be the cause?
