Sibling view, but no editing permissions

Is there a way to give one user in a user group view access to sibling resources, but not allow editing of those siblings?

i.e. - user group of editors for a sub-menu of sibling pages.

Each page has it's own editor, who can edit his/her page. This user should be able to view the sibling pages in the manager for reference, but not edit another facilitator's page.

Users can't edit the parent, but can view it with a resourceViewOnly policy.

Do I need to create for each editor their own user group, with the other resources set to resourceViewOnly? Without some way to associate one resource to a certain member, this seems like the only option.
