Is it possible to give a TV properties? For example, if you used something like
[[*myTV? &resource=`42`]]
it would return the value of the TV for resource 42 instead of the current resource?

If you open a TV for editing, you see a Tab Properties like for any other element.
Bob Ray, in his Book, says (on page 219) "Properties and property sets are seldom used with template variables. We'll discuss them in much more detail later in the book."
But I did not look at this further discussion up to now...
