Revo 2.3 and Actions

I know 2.3 isn't released yet, but I like to play on the bleeding edge. Question is, where are Actions defined now? The old System -> Actions that defined actions and dealt with the top menu is replaced with System -> Top Menu that only deals with the menu.

Actions are now defined only by their path. So rather than a random assigned ID for each action, we will have Actions identified by their name, i.e. security/user/create.
