I would suspect that one of your javascript widgets is doing this for some reason or another; that's why it gets changed during the page load.
Try removing each javascript widget, one at a time, and see which one is doing it.
It probably would be an issue if somebody bookmarked it like that, or copy/pasted the link into some content of their own, getting indexed by the engine agent crawling their site. The search engine agents don't run javascript, so they would never see the addition themselves.
Whatever is doing that, shouldn't be doing it.

Note: these types of tags (called URL fragments) will not affect your SEO because they are discarded by search engines during web crawling.

A question that comes to mind is, why are you putting stuff on your website when you don't know what it does? That could be dangerous.
