Migrated site- can't edit default dashboard AND access controls are gone(but not)

I migrated a site and can not edit the default dashboard. I am able to create a new one however. As I was clicking around I realized that I can not set a role to my users. I thought to myself, THAT'S ODD. SO, i went to security/access controls -> roles. There's nothing there... more ODD. I click create new, enter Member and click create, then get an error that this role already exists. YET, NO roles are pulling into the manager.

Has anyone seen this before? Any thoughts to fix?

Sounds like something got lost or corrupted in the file transfer.
