Move background fullscreen and buttons on top

Because this is just general project talk i'd like to ask if someone knows some script or examples for what i need to accomplish.

I have a full size background (the actual bg is even bigger) and the bg image can be moved with the cursor pointer (hand) or with arrow buttons. The bg is a map and has a couple of bullets on it which are clickable.

Anyone seen a site like this or knows a script?
I can do it with Flash but rather don't use it.

This one is almost perfect, it´s missing the moveble background.

The element that has the background would be movable. That would be a different function.

You could probably sue this plugin to accomplish what you want.

I have managed to do it with script like plax thanks for the pinpoint.

This one looks pritty nice too but sadly can't use it full screen (100% height)
