Have upgraded to 2.2.4 but most of the manager pages appear blank with just the top menu. The main page is there but lacks the Resources left sidebar. Pages under Site, Components and User seem ok too but are missing the Resources sidebar. Have clear caches and uploaded the manager files again without luck.

Sounds like your environment might be preventing minify from working, and the setup did not detect the problem. You can disable compress_js (and possibly compress_css) in your system settings to see if that is the problem. You will need to edit the settings in the database table directly or edit the cache file under core/cache/system_settings/config.cache.php to get into the manager so you can edit them from the manager.
compress_js and compress_css set to "0" without improvement. Also cleared system cache after logging out.
Have since manually deleted the cache, run /setup and cleared browser cookies and cache which seems to have worked.
