When a nav item is selected, the menu starts to collapse on itself. I then have to clear the cache to get it back. very strange...

All right, I had problems rendering IE 8 with IE9, but now I can see the problem with IE Tester. I believe that this is a z-index problem due to PIE.htc. Try to remove it. Then, I would also remove the absolute positioning of the navWrapper, unless you have a reason to keep it. Because of the absolute positioning I can see the bar moving outside the website in every browser when the monitor is around 1024 pixels of width.

It seems that PIE is still being applied to .first and .last classes.
If you can't get it to work in this way, you could try to delete chunks of css code until you find what is causing the issue.
