When you installed the second time, did you clear your browser cache and cookies? Stale cookies from the original installation might be causing problems.
that did not work... any other ideas?
I see from your picture that you are using Chrome. With regard to Chrome, certain extensions can interfere with the AJAX queries of the MODx manager. This is been talked about in several posts. Have you tried disabling all extensions? Have you tried logging in from Firefox, Safari, Opera or IE?
Try turning off the compress_js and compress_css System Settings and manually deleting all files in the core/cache folder, then clearing your browser cache and cookies.
Fuzzicallogic's suggestion about the Chrome add-ons is also a good one.

PLEASE, PLEASE specify the version of MODX you are using.

You can change the system settings in the modx_system_settings table in the database. Are you familiar with phpMyAdmin?
Change the compress_css and compress_js in the table, set each to 0 for "off"
Delete all the files in the core/cache folder.
Also check in the php.ini for register_globals - it should be set to "off". Also look for magic_quotes_gpc, this should also be set to "off".
Thanks!
Changeing the compress_css and compress_js worked!
