Are you connected to OnBeforeDocFormSave? I would think that's the place to do it.
Are the TVs in the data member? My memory is that they are not. IIRC, I had to get them individually. If they are there, they're almost certainly in a sub-array.

Yup the TV's are in the data array, its replacing and stripping the tags but it fails to save them for some weird reason.

They may already be saved at that point. If so, since you're getting the TV objects, you could re-save them at that point.

No the TV's are not saved yet because I made that filter (in my previous posts) that stoppoed them from updating certain template variables. Any other thoughts on why $resource->setTVvalue() wont set the TV ?

I'm pretty sure it's it's because $resource is a copy of the real resource. Try $tv->setValue().
