Login form doesn't show username/password labels in Internet Explorer

Not sure if I'm the only one who experiences this, but I've noticed that when I go to the manager login screen while using Internet Explorer (Explorer 9), the Username and Password labels, which appear within the fields in all other browsers, don't appear within IE. They're completely blank and anyone using IE can only guess as to what is supposed to go in them. Has anyone noticed this?

I've been taking to put a second set of those labels right above their respective fields, just for IE users' benefit. I've noticed this on all versions, at least starting with v2.2.0. That version is when I started noticing it.
