No Resource Alias input

I have a site on MODx Revolution 2.2.0-pl2 traditional.

When creating a new document or editing one the Resource alias input is missing. Is there a permission or another setting I'm missing to get this field to show up?

The site is using access policies with limited permissions and this happens for one of those users, but can not figure what permission would allow access to the Resource alias field. When logged in as the admin with all the permissions the Resource Alias appears like normal.

Any ideas?

Are you sure you do not have any Form Customization rules in place?

A concept in MODx I haven't dealt with yet and would never have found that.
