[SOLVED] Where is +comments_form?

I would like to make a small layout change to the comments form. Where is [[+comments_form]]?

UPDATE// to make changes to comments, it uses the Quip Add-on. For my layout change, I went to Files > Core > Components > Quip in the manager and found the appropriate file.
