Save does not refresh cache?

I am using ModX Revo 2.2.4. I have a resource editor from the front-end that saves Resources. These Resources are marked with "Refresh Cache" on save. However, when I save the document from the editor, the cache is not refreshed. I am using $resource->save() in order to accomplish this.

Is this a bug or desired behavior? If it is desired behavior, is there any way to force a cache refresh from a snippet after a save? If not, are there any ways to clear the cache without using the ModX Manager? I'm not sure I want to manually delete the files, and really I only need refresh the cache for the document that was saved (or should only need that one). Any ideas?

Clarification:

The documents I am saving are CSS or JS files. If I can refresh the cache for that file, I believe the documents should be refreshed on reload of the calling pages. Just thought that maybe that was important.

The cache update only occurs when you save the resource in the Manager. In code, you have to do this (IIRC):

$cm = $modx->getCacheManager();
$cm->refresh();

You may also have to do this (depending on what you want to do with the resource):

$modx->reloadContext('web');
