The non-Administrator User Groups each need a Context Access ACL entry with a context of 'mgr' and a policy that is based on the Administrator Policy, but with the permissions you don't want them to have unchecked. If you start with all permissions checked, you can uncheck them a few at a time (flushing Permissions and Sessions after each change), you can find out which ones are necessary to log in.
They will also need a Context Access ACL entry with a context of 'web' so they can see the web resources in the tree. And a similar one for any other front-end contexts you have.

thank you for the reply. i have done that, but i have now a new problem, regarding resource groups. i made the login available for moderators but the posts from the blog section were not viewable by regular viewers, so i had to remove the moderator user and the acl designated for them... hope to manage-it fast enough...
If I'm understanding you, the problem is that none of the ACL entries for the blog section should have a context of 'web' (unless you want to hide them from somebody in the front end).
Does the Moderator user work in the font end or in the Manager?

manager. they have access to create a resource and import pictures and css them to use a colorbox effect. i have tried to add a context for the blog itself. managed to make-it viewable, but when i gave moderators permits over the blog, the reply function was unavailable for visitors... if i didn't give moderators a view over the web context, the left tree wouldn't be visible to moderators... i'll try tomorrow to remake all users and permits to this settings: admins acces administrator for all contexts, moderators admins over mgr and admins only on blog section. hope will do the trick ...headake now
One thing to remember is that any ACL entry with a context of 'mgr' will have no affect in the front end. In fact, any ACL entry with a context specified will have no affect at all on other front-end contexts.
I would also make sure that Anonymous users have a Context Access ACL entry with the "Load, List, and View" Policy for each front-end context.

i have that made . anonymous user access 9999 load list view on both contexts. however i have to write the .htaccess file now. but i must think-it right in order for it to work even if i make the site multilingual. so far i have seen that the issue is with the wayfinder. if i write an .htaccess to route the browser to the blog context in order to read or post, if you want to go back, let's say to... about us page, it will keep the current context. so far i haven't seen a way to tell wayfinder to first search for the pages in the main context, later on to do this in the main context of the language. isn't there an easier way?
I don't do many multi-context sites, so someone else can probably be more help, but I think one way is to have a switchContext() statement in index.php that puts the user in the context they're going to.

i made-it work within one context. so now it won't be any problem to add multilingual on the site.
was a matter of resource groups over user groups and permitions. hard work but was worth-it
