Make sure that the TVs are connected to the Template used by the page.

Do you have any Resource Group Access ACL entries, Element Category ACL entries, or Form Customization rules? All three can affect the visibility of TVs.

No ACL and no Form Customization.

If you want user and pw for the manager for me no problem.

                Sorry, no time right now.

You've probably tried these already, but ...

Double-check System->System Settings and make sure compress_js and compress_css are both off.

Flush all permissions and flush all sessions, that will log you out.
Manually delete all files in the core/cache directory and clear your browser cache and cookies.
                Log back in.

Edit the TV and on the Template Access tab, make sure the TV used by the page is checked in the Access column.

It might also be worth running Setup again.

Are you using Chrome ? I experienced some weird issues in the manager with it (JS very slow, can't access TV tab, no TinyMCE). Clearing the cache solved it though.

Chrome is very stubborn with it's cache at times. Make sure you force refresh pages after an upgrade or clear your browser cache to avoid strange JS errors like this.

We are having a similar issue. Though it is limited, as far as we can tell, to 2 Template variables.
We upgraded from 2.1.3 to 2.2.4 and from PHP 5.2 to PHP 5.3.

The Template Variables are under a category called SEO.

The TVs are: seodescription (text/default) and seocorporatetracking (textarea/default).

The actual values are still in the front end source code of the page but these variables do not render in the Manager whereas 2 other TVs under the SEO category do (seokeywords (text/default),seorobots(select/default).

Looking at the source code in the manager we can see these tvs are rendered in the code but seodescription and seocorporatetracking are not, even though the values for each are rendered in the front end source code.

We cleared cache, manually deleted the cache, set css and js compression to 0, flushed permission and flushed sessions.

We can create a new version, such as seodescriptionnew and it shows up instantly.

We tested this across multiple browsers and operating systems in different locations and it is consistent.
