Blank Manager after upgrade to EVO 1.0.6

I have been searching for an answer to this for the last 2 hours. Unfortunately, none of the "solutions" seem to work. If there is a definitive post regarding this issue, please point me to it.

I have upgraded an Evo 9.6 site to 1.0.6. I have done this with several site on this same server and haven't had an issue until now.

The "Front End" of the site is viewable and functioning correctly, however I can not acces the Manager. The /manager page is blank. No errors are present.

I have tried doing away with the .htaccess and that doesn't affect the issue at all. There are no odd characters in the DB Name or Password. The config file contents are below (the DB User/Name/PW have been removed for security purposes.)

Can anyone offer help?

I have never experienced this error before, do you see the login form, or it is completely blank?
Have you tried to clear the browser's cache?

If you look at the source code what do you see?
