getResources and retrieving two levels deep from the root

Using the latest getResrouces from package management and I am having an odd behavior (although it may be behaving correctly.)

I am looking to get the first two levels of the tree, using &parents=`0` and &depth=`2` it returns results but it looks like its returning files much deeper in the tree (the items I see are the newest items that have been created.

Does parents=`0` work as I am trying above or does it behave differently?
