I'm trying to disable drag and drop inside the resource tree. I set enable_dragdrop in system settings to 0, i also tried adding this as an extra user setting, but it has no effect in the resource tree.
Yes, i tried switching it off and on again (i.e. clearing cache, flushing permissions, flushing sessions, logging out and back in, went for a walk, tried it again).
Any ideas what i am missing?

look in core/cache/system_settings/config.cache.php
Around line 55 (or use find "drag") it shows the setting. Is it 1 or 0 there? If it's 1, try changing that to 0, and saving. Fixed?

It is 0. I also deleted the cache file and after restore it's 0 again. No change.
I logged the system setting via getOption('enable_dragdrop') and it is 0.
Still dragging like crazy. Not fixed.

This one seem to be a bug, I tried and have the same issue. I manually deleted cache files, flush cache, flush permissions and none worked.

Doesn't seem to do much to me either, or possibly the resource tree doesn't check it (but other trees might).
Either way, this should definitely be filed in the bug tracker for fixing in a future version if it's not there already. Can you take care of that?
