Some managers prefer to use a specific editor versus the other, but currently the "editor to use" setting is a site wide change that changes the editor for all manager users.
So is there a way that "Bob" can use ACE everytime he edits and "Sandy" can use TinyMCE?

There are two System Settings: which_editor and which_element_editor. If you create User Settings with those names (on the Settings tab when you update a user), you should be able to set the editor on a per-user basis, though I've never tried it.
User settings will override System Settings of the same name.
