If we install modx in a canonical (test.mydomain.com), where the "root" for the canonical is one level above the public_html (/www/test). And if we install the core below the public_html for security.
When we are happy with the development, can we simply drag all the files in /test/ down one level? The configs looking for the core files should already be configured at server level, correct?

If I understand you correctly that should be fine.
After dragging the files to their eventual location, be sure to run the setup again in upgrade mode which will update the config file and config.core.php's.

And a barely related question ... are the lexicon files necessary for all languages or just English if that is all we ever plan to use?

If you're ever only going to use English, that's all you'll need.
