Is it possible to redirect a blocked user to a resource when they try to login, currently it appears that the user can login but when they click on their profile or account links they get redirected to an unauthorized page.

That would probably take a custom plugin that fires on one of the three login events. Or, you could have a redirecting snippet in the unauthorized page to redirect again if the user is blocked.
