Difference between TV and chunk and which should I use?

I’m really new to MODx but have a bit of a handle on it.

I’m not sure what the difference between a Template Variable and a chunk is. What would you recommend I use for the header (background image and title) and footer (legal stuff).

for header and footer stuff you should use chunks (or chunks of html code).

Template variable are attached to templates and in general have input on a per page basis. Chunks are building blocks and TV are mostly content related. TVs can be edited by quick edit and chunks can’t.
