Have you tried setting "compress_css" and "compress_js" to "no" in system settings? This is a common issue I've had with new installs, and that always fixes it.
I ended up fixing it by login as another user the next day. Don't know if that was the reason for the fix or if it simply fixed itself overnight. I had a temporary lose of tree and lost css for the dashboard since but it did not last for long. I will change the setting as you recommend and hope for less headaches.
Thanks
