That is a problem with the MySQL server. It is overloaded with users. You will need to contact your hosting company to find out exactly why.

I don't know that the MySQL server is specifically overloaded, the error message is noting your database user has too many active connections.
Typically connections last for milliseconds so if you are hitting the connection limit you have some poorly coded MySQL calls, or something else other than MODX is using the same login. Regardless you need to consult your hosting company regarding the problem, as they can help you identify the problem.
If the site is on shared hosting, your site may have just grown a bit too large and need more resources, or a host that allows more resources before requiring an upgrade. I know we don't actively limit database connections on our hosting, but if your site gets too big we will help you correct the problem.
Changing the database login for the MODX site may help with the problem especially if that same login is used for something else such as a forum or blog that make keep persistent connections.
