Yes, BobRay I did. I am getting cache errors. I thought it might be due to permissions on the folder but that is not working either. I am still throwing the kitchen sink at it to try and figure out what is going on.
I am getting this on install:
Fatal error: Call to a member function getOption() on a non-object in /Testing_Server/Site2/core/cache/includes/elements/modplugin/6.include.cache.php on line 95

Okay I am not trying to run up the posts count on this thread but I find that it helps so much to find solutions to similar problems on here before I ask, so...
The problem that I was having was with the packages that were in the core folder for some reason managed to unlink from the database. I had to remove ActivationEmail from the database through PHPAdmin to even get the install to work.
Once that was done I could install 2.2.1. Now in the manager and the front page of the site it was still throwing errors through the cache. I had to uninstall, remove and reinstall/update every single package I had.
Note: I sure hope I saved all my template modifications with new names. Otherwise I will lose all the modifications due to the reinstall of the packages. I have a backup so no big deal.
I think the reason for this is that even though I just copied the core.transport.zip & core folder files over to core/packages, leaving the original installed packages, it still seems to ignore the previous packages. I am not sure why.
Anyhow this solved it for me.
Was ActivationEmail originally installed through Package Manager, or did you download it and do "Search locally for Packages"?

I am not sure on that particular one, but I have been trying not to install from the "Search locally for Packages".
With that being said, I had to do this on all packages including TinyMCE which I know for sure I had installed through package manager. Like I said, the packages were all in the core package folder but for some reason running the install removed the paths or something in the database and even though they were there it didn't matter. I had to reinstall them all.
