open_base dir

I've got a server with plesk and I'm testing an advanced install in a sub-domain.

My isp has set up open_base dir but I'm getting an error saying config.inc.php isn't writable, even though it's set to 777.

The isp has come back with "As the file is outside of the document root you will not be able to write to this file
using php"

Does anyone have the definitive apache settings to enable me to run /core above /httpdocs

There are several PHP directives and compiled settings that can control from where files can be accessed.

It can also depend on how Apache is running PHP.
