Register Snippet - send out a delayed activation url email

Is it possible to send out an activation URL at a later time

Upon registration i don't a user to be active. They need to be approved by the site admins first. Once approved, which maybe after a couple of days an activation email is sent, is this possible?

I don't think so, but you can have the admins just activate the user (by changing the 'active' status) and use the ActivationEmail plugin to send them an email automatically when that happens. http://bobsguides.com/activationemail-plugin-tutorial.html
