anyone else find the manager_theme system setting has no effect?

ie Manager is still looking in the default theme folder for CSS rather than the system setting value. Yes the system setting value is the same as the folder name.

Might need to flush sessions as well; I don't know if the theme is saved in the user's session or cookie values, but it's worth a try.
