When ever I upload a new file using the file manager, it sets the permission of that file to 640. Which gives me an ACCESS FORBIDDEN error. I have the new_file_permissions set 0666 and new_folder_permissions set 0777 in the system settings.
I've never had this issue before when I've used Modx and the major difference is that I'm using a different web hosting service then I usually do at the request of the client. I tried asking hosting service but they were not helpfully at all.
Just looking for an new ideas on how to solve this problem. Thanks in advance!

If you don't find the same problem on another server, I believe this is a hosting's setting issue.

Ok. If that's the case then is their a way to fix it? I don't have any control over the server. I can try asking again but their support isn't very helpful.
Also, if I use the cPanel feature of the hosting service to upload a file it defaults the permissions to 0664 which kind of made me think it wasn't a server issue. Is this just a default setting of their file manager?

Where did you find these keys, again?
I didn't find them on my installation (even if I dumped my database, and searched through the SQL file).

Did you guys ever find out anything else about this? I am having the same issue at the moment on a 2.2.3 install. Images uploaded from within a resource end up as 640 and don't display on the page. Images uploaded via the Files tab in the manager's left sidebar end up correctly as 644! I have to point out that also in my case this is the only client on the register.com hosting service.

The site has FormIt and FormItBuilder installed.
Aha! Just went to check and both of these snippets were out of date. Updated to current version and the issue has gone away. I assume that's what your question was about? Would never have seen a connection! Thanks so much!!
