User login via manager does nothing

Hello - I'm new at MODX and have this issue where I created a new user group, a new user and am unable to successfully login with the new user's login credentials. Here are the specifics:

I created a new user by doing the following steps:
- Logged in manager page using admin credentials
- Went to Security > Access Controls
- Added new user group "Client"
- Assigned context access "web" with access policy "Content Editor" to user group "Client"
- Went to Security > Manage Users
- Added new user "Bob"
- Assigned "Client" user group with role "Member" access permission to "Bob"
- Cleared Cache (Site > Clear Cache)
- Flushed All Sessions (Security > Flush All Sessions) - this effectively logs me out of manager
- Cleared my local Cache
- Logged in with username "Bob"
- Nothing happens. No error message. User name and Password fields in login just clears, and that's it. It doesn't go to Dashboard as expected.
- Logged in with username "admin" -- no problems there
- Navigated to Security > Manage Users
- Navigated to "Bob" > Update User
- Noted that the number of logins for "Bob" has incremented since the last time I checked. This tells me that MODX successfully logged in "Bob", but it does not go to the dashboard page.

Any ideas why?

Something isn't set properly in the ACL for the user group most likely. When the manager loops back to login like that, it's been my experience that the group either isn't set, or the permissions for the group are missing.
