It works!!!! But only if I put the dropdown.css styling in my main style sheet. (Thanks for the advice on that Microcipcip) I don't know why it won't link to the other stylesheet, but I'll keep working on that. I have had this linking problem before from a template, so I'm not sure if I need to flush the WayfinderCss chunk, but I'm happy with it for now.

Whistlemaker: I'm using the latest version of Revo with xampp 1.7.3, which has php 5.3.1 and MySQL 5.1.41 I couldn't get Revo to work with the latest version of xampp as there is a known bug with the versions of php and MySQL that uses.
Ottogal: I took the code for the outerTpl from Bob Ray's Official Guide, and it works now, so I guess it's correct. Your version may work too, but I'm too much of a MODX novice to know. Thanks for the suggestion though.
