safemode check - failed on setup

I've transfered a site running modx 2.2 to a new server. I cleared the cache and flushed permissions before the transfer, cleared the core/cache/ and cleared the browsers cache and cookies. 'safemode' is set to 'off' in the php.ini.
Yet on setup MODX has found safe_mode to be on!!
I'm going bald! What have I missed, has anyone any ideas to help?

Is this a custom php.ini file or a server wide one ? as some servers won't allow the override with custom php.ini files

Wow it's my first time using this forum and fast responses! This is a server php.ini file, checking with phpinfo() the safemode is set to off.

Just to add, the safemode was initially on and I changed it to off in the php.ini file. I was wondering if some information might be stored in cache somewhere?
