No left panel after fresh install

Hey folks,
(cross posted from general topics)

I have seen a couple of other threads with this but none of them seem to be resolved or come up with a foolproof solution.

This issue seems to have something to do with the host as I have reinstalled (Revolution 2.2) 3 times on one host (including via scriptaculous) and each time it installs successfully, but no left resources panel.

However the first time I installed on a different host it was perfect.

Yes, I have set compress_js to 0, what other things are there to try?

When installing there was a warning about Suhosin not having a high enough setting of some sort. Could that be the cause?

Any suggestions appreciated.
