TV's not displaying under content

At first I thought something with the Flexibility package had messed up 2.2.0-pl2 because I didn't look before I installed it but this time, on a local installation the same thing has occurred. The TV's don't display under the content area in resources. It's tabbed, just like 2.1.

I even downloaded a new copy just for this install. This would be the third install where I've noticed this.

Is everyone else seeing the new layout still?

Oh, and package management displayed nothing till I removed "rest" from the url. I'm not seeing the most downloaded and newest display however.
